The deadlines

The federal deadlines are April 2027 and April 2028

The Department of Justice moved both dates back one year in an interim final rule published April 20, 2026. The standard did not change: WCAG 2.1 Level AA for websites and mobile apps.

April 26, 2027

Population 50,000 or more

States, and cities, counties and school districts serving 50,000 people or more.

April 26, 2028

Population under 50,000

Smaller communities, and special districts such as transit, water, fire and library districts.

May 11, 2027

Health and human services

Organizations that receive HHS funding have a parallel Section 504 rule: 2027 with 15 or more employees, 2028 with fewer.

Colorado

In Colorado, the state law already applies

Colorado's HB21-1110 has applied since July 1, 2025, after a one-year grace period. It covers state agencies, local governments, school districts and special districts, and the federal delay doesn't change it.

There is no central enforcement agency. A person with a disability can sue, and the law allows $3,500 per violation. SiteAligned's founder ran a Colorado agency's accessibility program under this law, so we know what the state's rules ask for in practice.

What the rules cover

  • Websites and web applications
  • Mobile apps
  • Documents you post: PDFs, Word files, slides and forms
  • Video and audio, including meeting recordings
  • Tools you buy: payment portals, permit systems, learning platforms

The federal rule has a few exceptions, such as archived content. Ask your attorney which apply to you.

How we help

Three ways to get ready

Fixed quotes. Starting prices are shown; your quote depends on how many pages, documents and tools are in scope.

Vendor ACR Review

Before you buy

We check a vendor's ACR against their product before you sign, so you don't inherit their gaps.

From $900

  • One vendor ACR checked for completeness and red flags
  • Spot test of 2 key flows in the product
  • A short memo you can send the vendor

Team Training

For your staff

Hands-on training for web editors and document authors, using your own pages and files.

From $2,000

  • Half-day workshop for up to 20 people
  • Writing, headings, links, images and PDFs
  • Checklists your team keeps

You get a plain-language findings report like our sample report: what is wrong, where, who it affects and how to fix it.

Common questions

The deadline moved. Can we wait?

You can, but the work takes longer than most teams expect, especially documents. In Colorado the state law applies now. And people can still file complaints under the ADA regardless of the rule's dates.

Do we need WCAG 2.1 or 2.2?

The rule requires WCAG 2.1 AA. We test to WCAG 2.2 AA, which includes everything in 2.1, and give you a separate 2.1 AA summary that maps to the rule.

Will an accessibility overlay or plugin make us compliant?

No. Overlays don't fix the underlying code, and many disabled users find them harder to use. We don't sell or recommend them.

Do our PDFs count?

Yes, documents you post are covered, with some exceptions for older documents. We include a sample of your most-used documents in every audit.

Can you check the tools our vendors provide?

Yes. A Vendor ACR Review tests a vendor's claims against their actual product. You can also ask vendors for a current ACR before you sign or renew.

Is this legal advice?

No. We test against the standard and report what we find. For legal questions about the ADA or HB21-1110, talk to your attorney.
